Paranjape Schemes ... Buyers Beware  XML

Hello Everyone,

I would like to put before this forum a serious problem which I am facing regarding the purchase of a flat with Paranjape Schemes in Pune.

The property in question is the Crystal Garden Project in Baner that Paranjape offered to home buyers in Nov 2006.

Everything went on well for some time and I made all my initial payments on time. Then sometime in March - April 2007 , Paranjape asked buyers to make a large payment of around 9.5 Lakhs . There was nothing wrong with this demand except that the Floor Plans for the property had hit a roadblock with the Pune Municipal Corporation and were not getting cleared. Initially I wisely decided to wait till the floor plans were cleared as my Banker ( HDFC Bank told me that they would not close / approve my housing loan till they received the floor plans duly approved by the Pune Municipal Corporation.


In April 2007 I started what was to become almost a weekly telephone call to Mr. Prasanna Marane the project sales manager at Paranjape. He would never tell me what was wrong. All he said was that they would get things done soon and that I was required to pay the amount of Rs 9.5 Lakhs which was due till that point. I finally paid the money in August 2007 and have been after Paranjape ever since to give me the approved floor plans as without that document , HDFC Bank would not sanction the loan. This did not appear to bother the officials at Paranjape in the least. I even spoke to the Managing Director Mr. Paranjape himself in February and he assured me that he would get the matter resolved within a few days. This happened three months back and even now nothing has moved.

The Problem at the Pune Municipality

According to Paranjape , a new municipal inspector has been appointed and he is taking his own sweet time ( 8 months , till now to clear the floor plan document which is in fact a very simple document. They said that the earlier inspector had cleared the file but the new fellow has stalled it.

Inside Paranjape Schemes

Mr. Kiran Phadke at Paranjape Schemes is the man responsible for clearing the floor plans and all other government douuments including the liasing with banks for housing loans. My personal experience with him has been very sad. Last week when I called him, he admitted that he did not know the name of the Municipal inspector who was responsible for the Crystal Garden clearence as another outside agency was handling the contacts. This I felt was a really sorry state of affairs.

I work for a company where we are very meticulous about its projects. For instance when we feel that a particular equipment is getting delayed we actually post a person ( an expeditor from our purchase department in the vendors office and in the factory abroad and he literally works with the vendors people to clear any problems. We therefore insure that everything is done in time ... everytime. We also post people in Government offices in Delhi and our people are in the offices of business people and in government to ensure that the project meets their schedules. And at site ...we run 8 hour X 3 shifts daily to ensure round the clock work. Projects therefore never miss their deadlines


But at Paranjape , their people do not believe in being deligent. They do not know who the people are from whom the clearences have to be obtained and they do not understand the importance of sticking to project schedules. The Crystal Garden project for instance is already one year late.

The problem of Corruption in Pune Municipality


I do not understand why it is taking the Municipality 12 months to issue a simple permit. It therefore appears that officials of the Municipality in Pune are demanding bribes from builders to clear their projects.

It will be a good idea if the Newspapers in Pune take up this issue and quiz the Municipal commissioner about the conduct of his officers. I would personally very much like to meet the guy who is holding up the floor plan clearences for the Crystal Garden project and I would like to talk to his boss , the Municipal commissioner of Pune to ask him how much of a cut he is personally receiving from his well oiled machine. If he wants some " Chai Pani / Nashta " money he should say it openly and the citizens of Pune need to be told that they have a Municipal Commissioner who is either not in the know of what is happening in his own backyard or is corrupt himself.

This does not mean that all my experience at Paranjape has been bad , I found some very efficient people in the accounts division and in the two people i met in the customer service department. It is actually this govt clearence group within Paranjape Schemes which is really useless.

My point is that ... where does it leave buyers who have trusted the Paranjape name over the years ? Does Mr. Paranjape really care ? Well ... While Paranjape is very welcome to such useless employees we as clients will not tolerate them.

Finally , if you are a buyer and are looking for a house , my advice would be to avoid Paranjape . You will later find it difficult to close your loan agreement with your bank and will be left hanging like I have been.

what you expect from these bloody builders..
they are selling something called as super builtup area now a days...

builders are no different than hafta taking goons..
sometimes I dont regret when these big time gundas (cchota rajan, gavali gangs) hassle these builders..

and got the floor plans cleared by the Pune Municipality.

Hey Ashish,

Last year I also booked apartment in Crystal Garden for Rs. 2800/-. This was the best option at that time as magnolia and camelia were sold out. But now i am not sure if i should go ahead with the deal. From the layout plan, it looks like there would a privacy issue as distance between back side apartments and wall is very less I think its 20 ft and adjacent plot is not owned by Paranjape. Also living room is very small compare to other schemes its hardly 11 * 14.

Also considering the market situation I am not sure if Rs. 2800 is a good deal. Any opinions?
