Thanks for stopping by.

Pasted below are the details of India's Largest Education Project,
" The Indian Primary and Secondary Education megaproject "
which was recently submitted to the Govt Of India.

The project will serve as a Benchmark for development projects
around the world as it combines Urban renewal with Rural
Education on an un-precedented scale.

Of the total of 30,000 New Schools to be built under the
programme under PPP, close to 80 % of the schools will be in
Rural areas.

The attached cover letter and project concept documents on the
links below describe India's largest Social Infrastructure
project that has recently been submitted ( 24th April ' 2009 )
for consideration of the Planning Commission and The National
Knowledge Commission, Govt. of India. The initiative will
result in upto 126 Million Children receiving high quality
education free of cost, at any given point in time , through
the execution of an innovative financing concept.

Since the project was last submitted, there has been a major
change in its financing and the requirement for bootstrapping
funds from the government have been drastically reduced. The
project will however still meet its target of building 30,000 New
schools between the years 2010 and 2020 and will still
not need any significant long term Financial support from
the Government of India.The Legal and financial structure of
this project is therefore a Key document ( Link below )

A unique Public Private Partnership format will be deployed to
catalyse massive investment while at the same time creating
unprecedented opportunities for community ownership of
schools and a teacher sharing programme which will cover
240,000 schools by 2020.

The principal objective of the scheme is to attract the best minds
to a career in teaching by creating a lifestyle around the teaching
profession. This Teacher Based Design ( Design is not student
or literacy based ) however will reach more children than all
previous education programmes of the Govt Of India put together
and far more effectively and cheaply as well, due to its teacher
centric design.

The purpose of this project proposal is to make Educationists,
Government officials , Development Professionals and
Infrastructure finance people think very differently in terms of
what we need to do to bring social infrastructure projects to
market in a manner that makes the project pay for itself.
This project could therefore serve as a Benchmark for future
Social Infrastructure financing in India and around the world as
it gives effect to some thinking within the World Bank group on
Unlocking land values in urban India. In this case however
some of the money will be deployed to educate the poorest
sections of our society ( World Bank PPIAF Policy paper
No 7 , by George E Peterson ' 2009)
.

The attached project is do-able and I do not see any problems
in the actual execution on the financial or the engineering side.
There is however a need for a strong institutional structure to
enable this project ,the requirements of which are described in
the Project Executive Summary and the Legal and Structural
framework.

More than any other project that has ever been conceived in
India, this project by virtue of its sophisticated philosophy
will completly transform and reverse the colossal damage that
has been done to Indian value systems.The unique design basis
philosophy of the project that talks about cultural and religious
inclusiveness as the basis for a strong India is on the link below.

Besides all the above mentioned features, the project when fully
commissioned in 2020 will be the worlds largest
environmental project due to its use sustainable building
technologies and traditional architecture based on the Auroville
and Laurie Baker Schools. It will also feature a large tree
plantation programme wherein 150 million trees of various types
will be planted in the first half of the project.

The Money Multiplier effect of this US $ 93 Billion project on the
Indian Economy will be US $ 500 Billion by 2020. This does
not include the huge benefits which will accrue to the nation by
way of increased productivity as well as the huge improvement
in the quality of people and their value systems as we will be
bringing back an ancient tradition wherein the the teacher
enjoyed a position of respect in society and where his need for
financial security was assured.

The project is actually Zero Cost as the US $ 2 - 3 Billion in
initial support it requires will be returned to the government with
interest @ 12 % within 2 - 3 years once the Financial structure
and the new statutory organization specified for this project is
set up.
